Requires county juvenile facilities to provide free basic hygiene products (soap, toothpaste, toothbrushes, menstrual products, deodorant, lotion, disinfectant wipes, and single-bladed razors) to indigent wards and detainees upon request

Defines "indigent ward or detainee" as a youth in a county juvenile facility who has had $25 or less in their trust account over the last seven days

Prohibits denying hygiene products as a disciplinary measure or using them as a reward for indigent youth

Requires discharge of any debt accrued for hygiene products prior to January 1, 2026, including associated fees, charges, and interest

Imposes a state-mandated local program on probation officers, with potential state reimbursement if the Commission on State Mandates determines costs are mandated
