Authorizes local agencies to collect utility service charges (in addition to existing fees) related to connections at the time an application for service is received, provided they do not exceed actual connection costs

Requires that fees or charges collected early for water, sewer, or wastewater service must be consistent with Section 66013, which prohibits exceeding the estimated reasonable cost for providing the service

Clarifies that "public improvements or facilities related to providing fire, public safety, and emergency services" includes parkland and recreational facilities identified in a local agency's safety element or local hazard mitigation plan, but only when designated for emergency purposes beyond general recreational or aesthetic use

Applies to designated residential development projects, which include 100% affordable housing projects, density bonus projects, projects with 10 or fewer units, and certain streamlined housing developments
