Allows utilities to provide aggregated energy usage data to building owners through any alternative system or tool approved by the State Energy Resources Conservation and Development Commission, not just the EPA's ENERGY STAR Portfolio Manager

Expands the definition of "energy" to include electricity, natural gas, steam, or fuel oil sold for end uses addressed by ENERGY STAR Portfolio Manager or any commission-approved alternative system

Maintains existing requirements that utilities must provide aggregated energy usage data within four weeks of a request from owners, agents, or operators of covered buildings (buildings with no residential accounts or five or more active utility accounts)

Preserves liability protections for building owners and utilities regarding the use or disclosure of aggregated energy usage data delivered under these requirements
