Local education agencies may submit lists of available land they own to the Department of Housing and Community Development (HCD) to be evaluated for affordable housing development suitability

HCD, in consultation with the Department of General Services, will review submitted land and determine suitability for affordable housing based on established criteria for evaluating state-owned parcels

Land deemed suitable for affordable housing will be added to the state's digitized inventory of excess land and shared with housing sponsors who have expressed interest in surplus land

Affordable housing built on local education agency-owned land must give school district employees first priority to occupy units, followed by local tenants through a right of first refusal
