Authorizes health care providers to disclose identifying patient information to local health jurisdictions or the State Department of Public Health for patients with previously reported HIV infections when necessary to complete or supplement HIV case reports

Permits disclosure of HIV patient identifying information when necessary for disease investigation, control, surveillance, or coordination of care, linkage to care, or reengagement in care services

Maintains existing confidentiality protections requiring that reported HIV cases cannot be disclosed, discovered, or compelled in civil, criminal, administrative, or other proceedings

Requires annual confidentiality agreements from state and local health department employees and contractors before accessing HIV-related public health records, with mandatory breach reporting to law enforcement

Makes conforming changes to Revenue and Taxation Code provisions governing data sharing between the State Department of Public Health and Franchise Tax Board for AIDS Drug Assistance Program eligibility verification
