Replaces the Mountain House Community Services District with the City of Mountain House on the Tri-Valley-San Joaquin Valley Regional Rail Authority's 15-member governing board

Removes the San Francisco County Transportation Authority from congestion pricing fee decisions for Treasure Island, leaving only the Board of Supervisors with authority to adopt and terminate the program by two-thirds majority vote

Allows individuals who submit a change of address to apply for a duplicate driver's license and requires them to immediately destroy the license with the prior address

Expands windshield-mounted device exceptions to allow "vehicle safety technology" (as federally defined) on commercial vehicles including motortrucks over 10,000 pounds, replacing the narrower "video event recorder" exception

Authorizes the California Highway Patrol to create hours-of-service exceptions for drivers during Governor-declared emergencies for aircraft refueling operations, removing requirements that exceptions be limited to tank vehicles over 500 gallons and consistent with federal regulations
