Requires the Office of Emergency Services, through the California Specialized Training Institute, to develop transnational repression recognition and response training for law enforcement by January 1, 2027

Training must cover identification of transnational repression tactics (including digital surveillance and cybertools), governments known to employ such tactics, and best practices for prevention, reporting, and response

Defines transnational repression as actions by foreign governments to intimidate, silence, coerce, harass, or harm diaspora and exile communities to prevent exercise of their human rights

Training must address misinformation spread by foreign governments, including improper labeling of dissidents as terrorists and abuse of international law enforcement systems like INTERPOL

Establishes California's policy to protect residents from transnational repression, pursue criminal prosecutions against perpetrators, and provide support services to targeted victims and communities
