Establishes the California Capital City Downtown Revitalization Act, authorizing the City or County of Sacramento to create an enhanced infrastructure financing district within downtown Sacramento, bounded by the Sacramento River, American River, Broadway, and Alhambra Boulevard

Allows any affected taxing entity located entirely or partially in Sacramento County to opt in to the district and contribute tax increment revenues

Explicitly authorizes enhanced infrastructure financing districts statewide to utilize state funds to support their activities, provided voter approval is obtained and the infrastructure financing plan is approved

Permits the California Capital City Downtown Revitalization District to accept state funds upon its creation
