Creates the California Nurse-Midwifery Education Fund within the Department of Health Care Access and Information to establish master's-level nurse-midwifery education programs at California State University, University of California, or both

Expresses legislative intent to appropriate $2 million from the General Fund for the 2025-26 fiscal year to fund the program

Requires the department to establish competitive application criteria prioritizing programs that serve areas with demonstrated maternity or midwifery workforce needs

Fund supports annual operating costs for program development, operation, and maintenance through graduation of the first student cohort or 5 years, whichever is shorter

Programs must meet California regulatory requirements and be accredited or preaccredited by the Accreditation Commission for Midwifery Education, but are not required to be located within a school of nursing
