Requires the South Coast Air Quality Management District to update Rule 1157 governing PM10 emissions from aggregate and cement operations to improve air quality and increase data collection

By January 1, 2027, covered facilities must maintain fencing at least 6 inches taller than their tallest storage pile, install fence-line PM10 monitoring systems, and limit open storage piles to 8 feet high if located within 500 feet of sensitive receptors (residences, schools, hospitals, parks, daycare facilities)

Facilities must cease operations and implement dust mitigation if PM10 emissions reach threshold limits, and must notify the district and provide public notice when thresholds are exceeded

Starting July 1, 2027, facilities with a history of PM10 emissions at or above threshold limits and within 500 feet of sensitive receptors must fully enclose open storage piles

Requires facilities to display signage informing the public about Rule 1157, potential violations, and how to submit complaints to the district
