Requires the California Health and Human Services Agency to develop new programs or expand existing state programs to provide health care services that lose federal Medicaid funding, including abortion, family planning, and gender-affirming care

Authorizes the State Department of Health Care Services to create or expand state-only-funded health programs to continue providing covered services to Medi-Cal beneficiaries when federal financial participation is eliminated, reduced, or limited

Creates the Health Care Maintenance and Expansion Fund to distribute appropriated funding for these services, with authorization to accept private donations

Allows modification and expansion of the State-Only Family Planning Program to support implementation of the new health care maintenance provisions

Responds to January 2025 executive orders from President Trump directing federal agencies to stop funding abortion care and gender-affirming services, and potential congressional proposals to reduce federal Medicaid matching funds
