Legislative findings state that at least 1 in 5 California youth live with mental health challenges, and schools are the most efficient setting to provide mental health education to reduce stigma and increase help-seeking

Imposes a state-mandated local program on school districts, with reimbursement required if the Commission on State Mandates determines the bill creates costs mandated by the state
