Creates an exception allowing electric vehicle charging stations located at arenas with seating capacity of at least 15,000 seats to require payment exclusively through an internet-based application, bypassing standard payment method requirements

Existing law requires EV charging stations installed after July 10, 2023 to accept contactless credit/debit card payments and provide either a toll-free phone number or SMS option for non-subscribers

Direct current fast charging stations must also include Plug and Charge payment capabilities meeting ISO 15118 standard

The exception applies only to charging stations that can only be accessed through the arena's internet-based application system

Contains contingency provisions to incorporate changes from AB 1423 if both bills are enacted, with this bill enacted last
