Requires the California Energy Commission to analyze the cost-effectiveness of specific load flexibility programs and other load-shifting interventions in the next biennial integrated energy policy report after January 1, 2027

Mandates the Energy Commission to estimate each retail supplier's load-shifting potential as part of each integrated energy policy report, considering factors like relative share of statewide load and cost-effectiveness

Requires the Energy Commission to publish by July 1, 2028, and biennially thereafter, the amount of load shifting each retail supplier achieved in the prior calendar year

Excludes emergency programs like the Demand Side Grid Support Program from load-shifting potential estimates

Does not impose binding procurement obligations on retail suppliers or override the authority of community choice aggregators or local publicly owned electric utilities to set rates and programs
