Requires the administrator for oil spill response to solicit public input every 10 years (starting January 15, 2027) on reasonable worst case spill volumes for facilities and revise calculation formulas accordingly

Mandates public posting of all certificate of financial responsibility applications on the Office of Spill Prevention and Response website within 7 business days, including applicant name, facility details, spill volume, and financial responsibility amount

Requires periodic review (every 10 years starting January 15, 2027) of financial responsibility requirements and formulas for calculating financial assurances necessary to respond to oil spills

Prohibits restarting existing oil pipelines 6 inches or larger that have been idle for 5 or more years without passing a spike hydrostatic testing program meeting State Fire Marshal requirements

Requires the Office of the State Fire Marshal to promulgate regulations implementing the pipeline testing requirements, with tests performed by qualified testing companies
