Requires the Governor's Office of Business and Economic Development to commission a study on economic opportunities along California's high-speed rail corridor by January 1, 2027, with the final report due to the Legislature by January 1, 2028

The study must assess funding mechanisms for high-speed rail, identify public-private partnership incentives, explore federal funding opportunities including loans, and evaluate development potential around stations and along the corridor

The study will examine infrastructure financing tools such as enhanced infrastructure financing districts and transit improvement areas, identify publicly owned parcels suitable for development, and analyze air rights around stations for value capture

Infrastructure districts using revenue to finance high-speed rail construction must dedicate at least a majority of their revenue to infrastructure projects within the jurisdiction of the local agencies that establish the district

The study must survey local cities and counties to identify economic incentives for state-local partnerships and quantify any housing cost impacts, including potential cost reductions identified by surveying homebuilders and developers
