Establishes a goal to reduce alcohol- and drug-related addiction deaths in California by 50% by January 1, 2033

Requires the California Health and Human Services Agency to direct the Behavioral Health Task Force to create implementation recommendations by January 1, 2028

Task force may include representatives from Covered California, CalPERS, consumer stakeholders, substance use disorder treatment experts, primary care providers, individuals with lived experience, and diverse community representatives

Agency must adopt task force recommendations and review health coverage policies, treatment parity rules, and quality measures including access to low-barrier care models, addiction medications, and trained providers

Mandates a report to the Governor and Legislature by July 1, 2033 evaluating whether the 50% reduction goal was met and providing recommendations for continued progress beyond 2033
