Revises the Second Neighborhood Infill Finance and Transit Improvements Act (NIFTI-2) for resolutions adopted on or after January 1, 2026, limiting enhanced infrastructure financing districts to allocating property tax revenues only, removing authorization for local sales and use tax revenue allocation

Removes the requirement that enhanced infrastructure financing district boundaries must be coterminous with the city or county that established the district

Authorizes the County of Los Angeles to establish a Resilient Rebuilding Authority for the Los Angeles Wildfires to coordinate recovery efforts in jurisdictions impacted by the January 2025 wildfires

Empowers the Resilient Rebuilding Authority to issue and administer funds (including tax-increment financing, federal/state grants, and loans), purchase lots for land banking with first-look options for returning residents, create bulk purchasing economies of scale for construction materials, and support workforce development

Allows the authority to enhance financing options for families and businesses, facilitate reconstruction of rental housing and affordable units, promote community-scale resiliency and insurability, and provide mechanisms for community engagement
