Requires the Department of Parks and Recreation to issue a pass to eligible Gold Star Family members for free use of all facilities, including boat launching facilities, in the state park system

Defines "eligible Gold Star Family member" as a California resident who qualifies for a gold star lapel button under federal law (10 U.S.C. Section 1126), which applies to immediate family members of service members who died in combat or certain other qualifying circumstances

Requires eligible individuals to present proof of their status to the department to receive the pass

Directs the department to adopt regulations as necessary to implement the program

Amended on March 26, 2025 to expand coverage from "free day use" to use of all facilities including boat launching
