Expands the definition of "family resource center" in California's Welfare and Institutions Code to specify that such centers must serve as hubs for multigenerational, family-centered support services provided at no cost or low cost to participants

Requires family resource centers to be culturally sensitive, embedded in communities, and reflective of and responsive to community needs and interests

Adds requirements that family resource centers build communities of peer support for families, including kinship families, and develop social connections that reduce isolation and stress

Maintains existing requirements that family resource centers use evidence-informed approaches with the goal of preventing child abuse and neglect and strengthening children and families

Family resource centers may continue to be located in or administered by entities such as local educational agencies, community resource centers, or neighborhood resource centers
