Requires the Department of Transportation (Caltrans) to establish a dedicated liaison to coordinate with local governments and state agencies on addressing homeless encampments within the state highway system

Authorizes Caltrans to enter into delegated maintenance agreements with cities and counties, allowing local agencies to use their own homeless encampment abatement policies and personnel on state highway property

Caltrans may issue a single general entry permit for the duration of a delegated maintenance agreement and may reimburse local governments for services including outreach programs, environmental cleanup, encampment abatement, trash removal, and graffiti abatement

Requires the liaison to create a publicly accessible digital collection of executed delegated maintenance agreements showing geographic coverage, funding amounts, and activities conducted

Mandates annual reporting to the Legislature on the number of encampments addressed through local government collaboration and recommendations for improving coordination and resource allocation
