Shortens the statute of limitations for childhood sexual assault claims that occurred before January 1, 2024, from 5 years to 3 years for discovery of psychological injury after age of majority, while maintaining the 22-year limit from reaching majority

Requires plaintiffs age 40 or older suing public entities (or their employees/agents) for childhood sexual assault to prove gross negligence rather than ordinary negligence for claims filed on or after April 15, 2025

Prohibits treble damages against public entities in childhood sexual assault cover-up cases and allows courts to structure damage awards against public entities to be paid over time

Requires all childhood sexual assault claims related to MacLaren Children's Center or Los Angeles County Probation Department facilities closed before January 1, 2020, to be filed by January 1, 2026

Extends the maximum repayment term for school district emergency apportionments from 20 to 30 years and allows school districts and other educational entities to use state/local funding intercepts to secure financing for public debt obligations including tort liability
