Establishes the California Workplace Outreach Program within the Department of Industrial Relations to promote awareness of and compliance with workplace protections, focusing on low-wage, high-risk, and high-violation industries

Requires the department to issue competitive requests for applications from qualified nonprofit organizations with experience in worker outreach to provide education services and assist workers in asserting their workplace rights

Priority outreach topics include minimum wage, overtime, paid leave, retaliation, health and safety, excessive heat, and discrimination protections

Education and outreach materials must be translated into non-English languages appropriate for each geographic region served, with the Civil Rights Department consulted on materials involving fair employment and housing protections

The program sunsets on January 1, 2031, and is contingent upon appropriation of funds by the legislature
