Requires the Office of Environmental Health Hazard Assessment to develop health-based threshold levels for hydrogen sulfide by January 1, 2030, in addition to existing ambient air quality standards

Mandates at least three public workshops during development, including one in the Tijuana River Valley region, one in the Salton Sea region, and one in a community with significant hydrogen sulfide exposure

Requires air pollution control districts and air quality management districts to adopt any threshold levels developed by the office; local environmental and public health agencies may also consider these thresholds

Directs the office to consider factors including acute and chronic health effects, various averaging times (10-minute, 30-minute, 8-hour, 24-hour), indoor versus outdoor exposure, and local climate conditions

Expresses legislative intent to develop a response framework establishing best practices and guidance for addressing harmful air quality based on the new threshold levels
