Requires the Attorney General to publish model policies by July 1, 2026 for state and local agencies regarding interaction with immigration authorities, consistent with federal and state law

Mandates state and local agencies implement the model policy or an equivalent policy by January 1, 2027

Directs the Attorney General to publish guidance, audit criteria, and training recommendations by July 1, 2026 for government databases (including those maintained by private vendors) to limit availability of information for immigration enforcement purposes to the fullest extent practicable

Declares the bill addresses a statewide concern, making it applicable to all cities including charter cities, overriding local municipal authority on this issue

Provides for state reimbursement to local agencies and school districts if the Commission on State Mandates determines the bill imposes state-mandated costs
