Expands the California Serves Program from serving only grade 12 pupils to pupils in grades 1-12, with the State Department of Education required to develop evidence-based service learning strategies and metrics for all grades by January 1, 2027

Requires school districts, county offices of education, and charter schools to implement a Civic Engagement Pathway Program for grades 1-8 to increase student awareness and engagement with local, state, and national governmental institutions

Mandates that civic engagement experiences with governmental institutions be included in the history-social science framework revision process to support pupils earning the State Seal of Civic Engagement

Continues the existing $5,000,000 annual General Fund appropriation for California Serves Program grants of up to $500,000 to local educational agencies where at least 55% of students are unduplicated pupils

Encourages local educational agencies to establish recognition programs for students participating in Civic Engagement Pathway Programs based on locally developed criteria
