Authorizes local agencies (cities, counties, and special districts with water authority) to use the Construction Manager/General Contractor (CM/GC) project delivery method for regional recycled water projects or water infrastructure projects addressing drought or climate change-related water shortages

Limits each local agency to a maximum of 15 capital outlay projects using this delivery method

Requires contracts to be awarded on a best value basis or to the lowest responsible bidder

CM/GC method allows hiring a construction manager to provide preconstruction services during design and construction services during building, with design and construction occurring in sequential or concurrent phases

Provisions expire and become inoperative on January 1, 2031, though contracts awarded before that date remain valid until completion or termination
