Requires the State Department of Education to monitor school district compliance with the California Healthy Youth Act as part of its annual compliance monitoring of state and federal programs

Prohibits public schools serving grades 7-12 from preventing school-based health centers from making internal and external condoms available to students, and requires schools to allow condoms during educational or public health programs, peer health clubs, health fairs, and related initiatives

Prohibits retail establishments (pharmacies, grocery stores, other retailers) from refusing to sell nonprescription contraception to customers solely based on age, including requiring ID to verify age

Addresses California's STI crisis, noting over 325,000 Californians were infected with syphilis, chlamydia, or gonorrhea in 2019, with youth ages 15-24 accounting for more than half of all STIs statewide

Provides for state reimbursement to local agencies and school districts if the Commission on State Mandates determines the bill imposes state-mandated costs
