Requires the State Fire Marshal to adopt regulations by July 1, 2026 for safe transportation of carbon dioxide in intrastate pipelines, with standards at least as protective as the federal Pipeline and Hazardous Materials Safety Administration's January 2025 draft regulations

Prohibits converting pipelines originally built to transport other liquids or gases to carry carbon dioxide, and bans construction of CO2 pipelines using previously used pipe or components

Establishes a 2-mile "emergency planning zone" on either side of CO2 pipelines and generally prohibits construction where sensitive receptors (schools, hospitals, residences, businesses) are located within this zone unless modeling shows acceptable risk levels

Requires pipeline operators to submit emergency planning zone inventories and maps to the State Fire Marshal and lead agencies, with updates every 3 years, and mandates public posting of these documents with personal information redacted

Authorizes the State Fire Marshal to order pipeline shutdowns for law violations or immediate danger, and requires pipelines to remain nonoperational after a rupture until an investigation determines the origin and cause
