Requires electrical corporations to file post-deenergization event reports with the Public Utilities Commission (PUC) that include duration, affected circuits, number of impacted customers, and the cost of service interruption per customer and in aggregate

Directs the PUC to develop a standardized methodology for calculating the cost to customers of electrical service interruptions

Authorizes the PUC to assess fines or penalties on electrical corporations that violate deenergization protocols, commission rules, or other requirements, with any fine revenues directed as automatic credits to affected customers

Requires that any fines or penalties be recovered from utility shareholders, not ratepayers

Mandates that local publicly owned electric utilities include procedures for compensating customers impacted by deenergization events in their wildfire mitigation plans
