Requires community college students transferring to California State University to complete the new California General Education Transfer Curriculum starting fall 2025-26, replacing the previous IGETC and CSU General Education-Breadth Requirements

Grandfathers students who began IGETC or CSU GE-Breadth patterns before fall 2025-26, allowing them to complete those pathways and still meet transfer eligibility requirements

Renames the "Foster Care Education Program" to the "Foster and Kinship Care Education Program" and expands its scope to provide education for "resource families" rather than just foster parents and relative/kinship care providers

Updates multiple Education Code sections to replace references to IGETC with the California General Education Transfer Curriculum, including provisions for Advanced Placement course credit and College and Career Access Pathways programs
