Allows reconstruction up to 110% of original square footage and height, requires local agencies to waive zoning standards that would prevent rebuilding to that threshold, and prohibits subjective design review standards

Makes ordinances prohibiting temporary manufactured homes, mobilehomes, or RVs on private lots unenforceable for 3 years following a disaster declaration to allow temporary housing during reconstruction
