Mandates manufacturers provide proof that postconsumer recycled content has been validated by a third party adhering to the Association of Plastic Recyclers (APR) standard or equivalent department-approved standard

Requires the Department of Resources Recycling and Recovery to post imported recycled plastic data on its website only in aggregated form, protecting individual company data from public disclosure

Exempts unaggregated manufacturer-specific import data from disclosure under the California Public Records Act to protect proprietary business information

Maintains existing annual reporting requirements for virgin and postconsumer recycled plastic amounts by resin type, as well as reports from plastic material reclaimers and recycled plastic manufacturers
