Prohibits local jurisdictions (cities, counties, and special districts) from adopting or enforcing ordinances that ban providing support services to homeless individuals or assisting them with basic survival activities

Defines "acts related to basic survival" as providing food, water, blankets, pillows, protection from weather, and items for personal health and hygiene—but explicitly excludes distribution of plywood or heavy construction materials

"Support services" includes legal services, medical care, and other nonhousing services for homeless individuals

Applies to all California cities, including charter cities, as the Legislature declared this a matter of statewide concern
