Establishes the CSU Direct Admission Program, under which high school students from participating local educational agencies are automatically deemed eligible for enrollment at designated California State University campuses based on coursework completed by end of grade 11, including A-G courses and qualifying GPA

Requires the California College Guidance Initiative to send direct admission letters to eligible 12th-grade students before the fall semester priority application filing period, notifying them of their admission and enrollment procedures

Extends the CSU dual admissions program from the 2026-27 academic year to the 2035-36 academic year, allowing first-time freshman applicants to receive guaranteed admission to a specific CSU campus upon completing transfer requirements at a community college

Increases the timeframe for students in the dual admissions program to complete an associate degree for transfer (ADT) or other established transfer coursework from 2 academic years to 3 academic years at a California community college

Requires California Community Colleges to promote the dual admissions program through new student orientations, annual emails, website postings, and information in counseling offices and transfer centers
