Authorizes the Department of Real Estate and boards under the Department of Consumer Affairs to waive licensing requirements for applicants and licensees affected by Governor-declared or federally-declared natural disasters, including exam timing, renewal deadlines, continuing education, and fee payment requirements

Requires board-approved waivers to be submitted to the Department of Consumer Affairs director, who has 5 business days to approve or disapprove before the waiver takes effect

Restricts debris removal work to contractors holding specific licenses (A-General Engineering, B-General Building, or C-12/C-21 classifications) who have passed hazardous substance certification exams and comply with hazardous waste operations requirements

Prohibits real estate licensees from making unsolicited offers to purchase disaster-affected property for less than fair market value (as valued the day before the disaster) for up to one year following a declared emergency, with potential one-year extension

Requires the Real Estate Commissioner to immediately investigate and publicly report on fraudulent practices targeting property owners following a declared natural disaster, and exempts disaster-affected licensees from duplicate license fees and address change notification requirements
