Establishes the Carbon Dioxide Removal Purchase Program, administered by the State Air Resources Board as a competitive grant process for eligible carbon dioxide removal projects located within California

Requires $50 million in total funding for carbon dioxide removal projects between July 1, 2026 and December 31, 2035, with up to 10% available for administrative costs

Limits grants to $25 million per project category (direct air capture, biomass carbon removal, enhanced mineralization, or marine carbon dioxide removal) and $12.5 million per individual project sponsor

Projects must demonstrate ability to secure matching third-party carbon removal purchases, store removed carbon dioxide for at least 100 years, and permanently retire contracted tons from future credit issuance

Prohibits use of carbon dioxide removal for enhanced oil recovery and requires projects to incorporate community benefit mechanisms such as local hiring requirements or profit-sharing agreements
