Requires the California Energy Commission to establish a notification mechanism informing Equitable Building Decarbonization Program applicants that they may also qualify for building energy efficiency and decarbonization incentives from the Public Utilities Commission

Expands the Low-Income Oversight Board from 11 to 12 members by adding one member selected by the Executive Director of the Energy Commission

The Low-Income Oversight Board advises the Public Utilities Commission on low-income electric, gas, and water customer issues and monitors implementation of programs for low-income utility customers

Does not require an appropriation and passed the Assembly on September 12, 2025 and Senate on September 13, 2025
