Authorizes the Labor Commissioner to investigate and issue citations or file civil actions against employers who unlawfully take or withhold employee gratuities

Establishes that citation procedures for gratuity violations follow the same process as those set out in Labor Code Section 1197.1

Reinforces existing law that gratuities are the sole property of employees and employers cannot collect, take, or deduct any portion of tips paid by patrons

Maintains requirement that employers must pay employees the full gratuity amount from credit card tips without deducting processing fees, by the next regular payday
