Shifts California Environmental Protection Agency's role from overseeing the "development" to overseeing the "administration" of the voluntary greenhouse gas emissions registry for the water-energy nexus

Authorizes a new contract with a qualified nonprofit organization limited to 3 years and a total budget of $2,000,000

Expands registry outreach activities to include workshops, trainings, technical support for emissions reporting, and climate action planning to assist with reduction strategies and improve water and energy efficiency

Removes obsolete provisions related to initial registry development, including requirements for public stakeholder processes and consideration of California Global Warming Solutions Act methodologies

Eliminates the option to extend contracts by one additional year and removes streamlined data reporting provisions for entities already reporting to the Climate Registry
