Establishes state policy that all dwelling units must be able to attain and maintain a safe maximum indoor temperature, though no specific temperature threshold is defined in the bill

Requires relevant state agencies (including CalEPA, HCD, Public Utilities Commission, Air Resources Board, and others) to consider this policy when revising or establishing policies, programs, and grant criteria

Beginning January 1, 2027, state agencies must also consider this policy when revising, adopting, or establishing relevant regulations

Notes that California building standards already require residential units to maintain a minimum indoor temperature of 68°F, but currently have no maximum temperature requirement

Does not create new state obligations to provide safe indoor temperatures or require additional resources beyond existing agency responsibilities
