Requires small business liaisons to annually report to the Small Business Advocate: a list of all contracts and subcontracts with small businesses, the total dollar amount of each contract, and total amounts paid to small businesses

The Small Business Advocate must post all submitted contract and payment information on its internet website for public access

Small business liaisons must develop an "economic equity first" action plan by January 1, 2024, with strategies to ensure participation by women-owned, minority-owned, and LGBTQ-owned businesses in agency procurement
