The Department of Health Care Access and Information must take over all functions of the California Health and Human Services Data Exchange Framework from the California Health and Human Services Agency by January 1, 2026

Expands the list of entities required to execute data sharing agreements, including medical foundations and emergency medical services, with deadlines of January 31, 2023 for most entities and July 1, 2026 for newly added categories

By July 1, 2026, the department must establish a process to designate qualified health information organizations as data-sharing intermediaries that meet framework requirements

The stakeholder advisory group membership is expanded to include representatives from skilled nursing facilities, physician organizations, medical groups, and management services organizations, with a maximum of 17 voting members

The department must submit a report to the Legislature by July 1, 2027 detailing compliance status with data sharing agreements, evaluation of enforcement needs, and assessment of consumer experiences with health information exchange
