Extends Cal Grant eligibility to students who were not California residents at high school graduation but are dependents (natural or adopted children, stepchildren, or spouses) of active duty U.S. Armed Forces members stationed outside California, provided the service member maintains California as their legal residence

Extends Middle Class Scholarship Program eligibility to the same category of military dependents, allowing them to receive awards at UC, CSU, or community college baccalaureate programs if they meet all other program requirements

Amends both the current Cal Grant Program and the Cal Grant Reform Act (which becomes operative contingent on future budget funding) to include this military family eligibility provision

Students must still meet all other eligibility requirements including citizenship/eligible noncitizen status, not being in default on student loans, and applicable income/asset limits

Contains conforming language to coordinate with potential amendments from AB 148 and SB 148 regarding Section 70022 of the Education Code
