Extends San Bernardino County's authority to impose a surcharge of up to $35 on certain court filing fees from January 1, 2026 to January 1, 2039

Surcharge applies to first filings in civil, family, and probate actions in superior court, including complaints, petitions, and papers filed by defendants or respondents

Revenue funds the Courthouse Construction Fund for earthquake retrofitting, renovation, and remodeling of the Central San Bernardino Courthouse (originally built in 1926)

Surcharge collection terminates upon repayment of amortized costs or 30 years from bond sale, whichever occurs first

Surcharge does not apply when filing fees are waived or when no filing fee is charged
