Creates streamlined permitting for "Waterfront Environmental Leadership Development Projects" (WELDPs) located on more than 50 acres in the Central Embarcadero Planning District of the San Diego Unified Port District, requiring at least 1,000,000 square feet of new mixed-use waterfront development that enhances public access

Requires the California Coastal Commission to provide specific comments or objections on technical documents within 60 days, with any comments not provided before environmental impact report certification deemed waived (except for new information arising later)

Mandates the lead agency or applicant file port master plan amendment materials within 30 days of EIR certification, and requires the Coastal Commission to make a final determination on the amendment within 90 days of receiving all requested materials

Requires the Coastal Commission to take final action on any coastal development permit appeal within 180 days if it finds a substantial issue, and prohibits the Commission from imposing conditions that render the project "practically infeasible"

Authorizes the Coastal Commission to charge applicants fees for reasonable costs of processing WELDP documents and applications, with fees set forth in a written agreement with the applicant
