Prohibits the distribution, sale, or offering for sale of cleaning products, dental floss, juvenile products, food packaging, and ski wax containing intentionally added PFAS starting January 1, 2028

Bans cookware containing intentionally added PFAS starting January 1, 2030

Exempts inaccessible electronic components and internal mechanical components (O-rings, gaskets, venting caps) of cleaning products from the PFAS prohibition until January 1, 2031

Requires manufacturers to provide compliance certificates upon request from the Department of Toxic Substances Control, but exempts them from registration requirements and fees that apply to other PFAS-regulated products

Exemptions apply to previously used products and products where federal law preempts state authority over PFAS content
