Requires the California Environmental Protection Agency to publish a list of responsible parties within 90 days and complete a climate cost study within one year quantifying total climate damages from January 1, 1990 through December 31, 2045

Creates the Polluters Pay Climate Superfund in the State Treasury to receive cost recovery payments, with at least 40% of funds required to benefit disadvantaged communities facing climate impacts

Allows responsible parties to pay their cost recovery demand in full or in 20 annual installments, with 10% late payment penalties and potential business license revocation for non-compliance

Designates qualifying expenditures to include disaster preparedness and recovery, energy efficiency, green workforce development, regenerative agriculture, and natural system protections, with administrative costs capped at 10%
