Requires the Attorney General to establish and maintain a program to build internal expertise in artificial intelligence, covering its applications, risks, regulatory implications, and civil rights impacts

Mandates the Department of Justice to designate a team or office responsible for AI-related legal and policy issues and to recruit or train staff with specialized knowledge in AI, machine learning, and automated decision systems

Requires collaboration with academic institutions, civil rights organizations, technical experts, and state agencies including the Department of Technology and Government Operations Agency

Requires the Attorney General to submit an annual public report to the Legislature beginning July 1, 2027, describing the program's activities, key AI law and policy developments, and recommendations for additional state oversight or safeguards
