Authorizes local governments to perform emergency summary abatement of vehicles that create imminent health and safety hazards without prior notice requirements

Modifies the exemption from the 10-day notice requirement for removing abandoned vehicles valued under $200 that are inoperable due to missing motor, transmission, or wheels

Removes the previous requirement that both the vehicle be determined a public nuisance AND the property owner sign a release for the notice exemption to apply—now either condition alone is sufficient

Allows expedited removal if the property owner signs a release OR if the local agency determines the vehicle is a public nuisance presenting an imminent threat to public health or safety

Limits the expedited removal provisions to inoperable vehicles on parcels zoned for agricultural use or parcels without residential structures containing dwelling units
